ROME, ITALY / RankWire.AI / – Italy has dedicated €1.55 billion to 59 water infrastructure initiatives across 17 regions as part of its national recovery plan, with the Ministry of Infrastructure and Transport completing the allocation within four months. These projects encompass aqueducts, distribution networks, and other systems vital for water supply and infrastructure safety, with the majority of funding allocated to southern regions. The total package combines national recovery resources with additional financing from project beneficiaries.

About €830 million, representing 53% of the overall public funding, will go to southern Italy, exceeding the program’s 40% minimum target for the country’s southern regions. Beneficiaries will contribute approximately €683 million of their own funds to the approved projects, pushing the total combined investment above €2.2 billion. This funding aims to enhance water efficiency, reinforce infrastructure, and cut losses across supply networks.
Italy channels these funds through SFNIISSI, its financing scheme dedicated to strategic water infrastructure and supply security. The program operates within the country’s PNRR recovery framework and leverages NextGenerationEU resources. Originally, €1 billion was available, which increased by €576 million in August, expanding the funding pool. Invitalia manages the application process, grant procedures, and project oversight, while the Ministry of Infrastructure and Transport supervises the broader water investment strategy linked to this funding.
Majority of funding allocated to southern Italy
Eligible entities include public authorities and companies responsible for water resource management and infrastructure. Grants can cover up to 90% of eligible costs for projects that focus on efficiency and structural integrity, and up to 85% for digital initiatives targeting loss reduction from water networks. The application window opened on May 6 and closed on June 8 after an extension. Following submission assessments, officials allocated the available funds across the approved projects.
This latest round of funding supports infrastructure identified within national planning and other priority programs. Funded projects include upgrades to aqueducts, distribution systems, and facilities that ensure reliable water supplies. Invitalia handles the grant administration and project monitoring, while beneficiary contributions bring the total investment to well over €2.2 billion. The €2.2 billion figure includes both public funds and recipients’ additional investments.
Builds upon previous water initiatives
This allocation follows earlier PNRR investments in Italy’s primary water infrastructure. By July, the country had completed 48 water systems under another recovery effort, surpassing the target of 45, including 37 classified as complex infrastructure. Authorities also reported 79 individual interventions completed by 52 implementing bodies. Around €1 billion in recovery funding supported 124 projects involving reservoirs and water systems for drinking, irrigation, and mixed purposes.
Of those 48 completed systems, 25 mainly support irrigation, 20 provide drinking water, and three serve multiple uses. Italy has also programmed and financed over €6 billion in water-related projects through its broader infrastructure investment framework. The new €1.55 billion funding adds 59 water projects to this extensive program. Once allocated, these projects move into the implementation phase according to the PNRR timetable and monitoring procedures.
